Completely blank documents, independently completed, signed and funded by DHS and its contracted programs employee's — while I received no healthcare for Chiari Malformation, endured malicious, brutal, retaliation, maltreatment and neglect, while my children were blowing in the wind and complaints never stopped rolling in, were used for five years until I fled the state for medical treatment.
This is why I keep demanding DHS be held accountable, not the programs it gave kickbacks too in order to stay quiet.
Fraud is not possible without internal DHS cooperation and they know exactly what is going on at every level. The public is the one that doesn't know that because the victims who can give first hand reports are mostly being hidden.
If I would have seen DHS held accountable in these Family Stabilization Services acts, I would have turned over a honey pot of proof to the GOP but they're not holding the real criminals accountable (DHS) so I have no interest in supporting political theater while victims keep suffering. I have watched identical farce of intervention for ten years; the link to article is below. This media reports are nothing more than political theater — not one person responsible has been held accountable and their powers to continue have not been altered at all.
"No external program or person can receive a DHS payment unless DHS was violating program regulation failing to stop abuse against the participants by verifying their condition is okay and confirming services that have been billed—if systems aren't going to protect the victims as a first priority, why should victims help systems by providing proof?"
I am sharing this documentation and testimony because I have never been contacted as part of any investigation of this matter which I am, today, a twenty two year victim of and my current medical, financial and housing conditions are a result of. I have reported to "everyone" since the early 2000's nonstop. This state and its various fraudulent and criminal government offices and unresponsive enforcement agencies are "literally" killing me. At this point, since they refuse to intervene, I'm content to start leaking files publicly and make sure that everyone knows who had this information and essentially covered it up with their unresponsiveness. Its unacceptable and I'm not about to die in silence with people lying about how it happened. I've been bond and captive in the shadow of state lies long enough.
The following document is not representative of a “one-year” Home-Based Community-Based Services (HBCB) Waiver. To be clear, it is representative of how the HBCB Waiver operated from 2015–2020 in Dakota County, Minnesota — forcing me to “flee the state for medical intervention in 2017,” which I obtained successfully but did not complete.
The reason being that when I exercised my federal right to transfer my then seventeen-year, good-standing Housing Choice Voucher out of the state for relocation, my rights were violated and my notices were ignored, trapping me in the state to endure more abuse for two additional years.
This continued until February 19, 2019 when a CDA inspector arrived intending to force me into another year-long lease in the property where I was being abused — just nine days before my lease ended February 28, 2019. At that time, I had a packet of proof: everything from photos to hospital records to years of notices to port my voucher that CDA ignored while attempting and failing to terminate me five times from 2018-2019, even fraudulently reporting that I had been terminated to my management in an effort to obtain financial records as to how I was surviving CDA and property financial attacks without failure telling me to show the management how I'm going to pay rent moving forward on behalf of criminals in CDA, acting on behalf of criminals in DHS in 24hrs or they'll evict me like, I'm an idiot—that eviction obviously didn't happen, nor did I produce anything to the property management accept advice to keep their hands out of the multibillion dollar abuse I'm fighting and all along from 2017-2019 CDA forced me to pay 60% of my income in the housing program whose standard is 30% maxed at 40% as just another means to cause my failure in order to terminate my HCV unless I stay within Minnesota's control because everyone knew what they had done to me—I had been a civic DHS whistle blower in that county since 2013. I explained that I was being held hostage while my body was breaking, and they were all creating a completely fake realities on paper at their respective offices, that I was not involved in, using my identifying records from state systems to protect DHS Waiver fraud—I have to get out to get surgery fast I can hardly walk.
My federal right to move was acknowledged that day, post dated for the following day February 20th, 2019 in another fraudulent record—to cover up being caught in fraud and confronted by the housing inspector on February 19, 2019 but it was nothing more than a memo the CDA still did not release the mandatory documents for me to move into a new property, making me an unregistered Internally Displaced Person at the hands of Minnesota. They are still holding me in conditions that are a danger to my life while ignoring most of my reports and covering up the crimes in the reports that make it through — facilitating all the abuses and injuries I’m incurring by extending this torture. I would not suggest anyone deny anything that I have just written because I have an abundance of documentation on every single claim I just reported in this public, transparent article and will post. What they need to worry about is supporting me in reimbursement in the more than $20,000.00 lost and continuing, daily, sexual harassment retaliation currently occurring in Don Klyberg's property so that I leave these dangerous conditions to access medical treatment immediately.
Dated evidence of the agencies and media outlets this article and related documents have been successfully sent to will be updated shortly. They need to free me and make me whole from all of it by enforcing the laws in housing, HUD, and healthcare.
